Scope of Work

To determine the framework, structure, and process of federalism implementation and public administration restructuring as per the guidance of the Constitution of Nepal. To coordinate and monitor transitional management arrangements. To approve the plan for the comprehensive restructuring of various sectors. To provide direction and monitoring of the work of federalism implementation and administrative restructuring. To address problems that may arise during the phases of federalism implementation and administrative restructuring. To make decisions on behalf of the Government of Nepal for the implementation of federalism and administrative restructuring. To approve policies, plans, and programs related to the coordination of federalism implementation and administrative restructuring presented by the Federalism Implementation and Administration Restructuring Coordination Committee. Scope of Work

To provide necessary guidance to and coordinate bodies involved in federalism implementation, transitional management, and administrative restructuring. To establish procedures for interrelations between federal, provincial, and local bodies. To prepare for the implementation of constitutional provisions. To maintain vertical and horizontal fiscal balance between federal, provincial, and local bodies and prepare methods of inter-governmental coordination between levels of government. To prepare policies, plans, and programs for federalism implementation and administrative restructuring in coordination with the High-Level Federalism Implementation and Administration Restructuring Coordination Committee. To prepare necessary legal frameworks concerning federalism implementation and administrative restructuring. To establish systems for active, procedural, and functional administrative management at the regional level. To establish administrative structures at the federal, provincial, and local levels. To develop public service delivery methods based on regional standards. To provide directions for other administrative improvement works. Decisions
